U.S. intelligence agencies believe Libya may be trying to build a short-range missile, according to Administration officials. The officials, who asked not to be identified, said there is no reason to believe that Libya could equip such a missile to carry a nuclear warhead. ABC-TV, quoting unidentified officials, reported that Libya is ready to conduct its first flight test of the new missile, apparently being built with the help of West German companies. Libya is believed to already have a small number of Soviet-made, Scud-B surface-to-surface missiles.
