President Jose Napoleon Duarte plans to grant amnesty to about 400 political prisoners and allow about 100 wounded guerrilla captives to leave El Salvador in an effort to “humanize” his country’s civil war, Communications Minister Julio Rey Prendes said. The amnesty will be announced June 1, the third anniversary of Duarte’s inauguration, he said. Duarte will also call for laws to speed up trials and possibly free up to 700 civil prisoners who have been held without trial for several years. “There is no agreement for the rebels to do anything in return, because the president feels strongly the need to humanize the war,” he added.
