South Pasadena : Halt to Development Urged
The Planning Commission has recommended that the city impose a 90-day moratorium on new commercial development and place stringent new requirements on proposals for new shopping centers or mini-malls.
The move was prompted largely by concern that development restrictions in Los Angeles would stimulate building in neighboring communities, said city planner Charles LaClaire. “There’s a fear going around that the Los Angeles restrictions could have a series of negative effects (here),” he said. “We’re right next to L.A.”
Other South Pasadena residents are concerned about the potential in some neighborhoods for commercial development next to homes, said City Manager John Bernardi. “We have a number of commercial properties that abut on residential properties, with no buffer between them,” he said.
The City Council is expected to approve the moratorium at its regular meeting Wednesday. The move could delay three projects, although only one of the developers has formally applied for a building permit, LaClaire said.
