Assembly Floor Action:

Liability: Passed and sent to the Senate on a 65-5 vote a bill (AB 1530) by Speaker Willie Brown (D-San Francisco) to allow corporations to limit directors’ liability and to indemnify agents for acts of negligence in lawsuits brought by shareholders.

Wine: Passed and sent to the Senate on a 58-5 vote a bill (AB 2308) by Assemblyman Norm Waters (D-Plymouth) to permit bed and breakfast inns to obtain special on-sale wine licenses.

Medigap Insurance: Passed and sent to the Senate on 63-5 vote a bill (AB 1062) by Assemblyman Dan Hauser (D-Arcata) to require Medigap insurance policies to clearly state whether they cover custodial care, dental care, eyeglasses, prescription drugs or hearing aids.

Molestation: Passed and sent to the Senate on a 69-0 vote a bill (AB 2441) by Assemblyman Charles W. Quackenbush (R-Saratoga) to require people convicted of child molestation to undergo counseling as a condition of probation.

Waste: Passed and sent to the Senate on a 41-30 vote a bill (AB 496) by Assemblyman Tom Hayden (D-Santa Monica) to set up a governor’s award program for business firms that reduce their output of hazardous waste. Senate Committee Action:

Rent Control: The Senate Judiciary Committee pigeonholed a bill (SB 1646) by Sen. John Garamendi (D-Walnut Grove) to establish statewide rent control guidelines. A 7-2 vote sent the bill to interim study, which means action is delayed until sometime next year.

Prisons: The Appropriations Committee amended a bill (SB 18) by Sen. Robert Presley (D-Riverside) to authorize construction of two state prisons in Los Angeles County, one on Los Angeles’ Eastside and the other in a rural area near Lancaster. Presley said President Pro Tem David A. Roberti (D-Los Angeles) and Gov. George Deukmejian will continue to negotiate on the matter.
