A former Tulare County teen-ager has settled out of court a lawsuit against a San Francisco Bay Area adoption firm for matching him up with a molester. The suit alleged that the San Francisco-based Aid for Adoption of Special Kids improperly screened Fred Kilmer, a San Francisco police officer who had molested his adopted son three years ago. Kilmer is serving a three-year prison term for oral copulation with another youth. The Tulare County boy, now 17, was molested when Kilmer stayed overnight at the boy’s foster home, according to court documents. The boy will receive about $95,000 after attorney’s fees are paid. The suit was brought even though the state Public Social Services Department said the adoption agency abided by all state rules in screening Kilmer. “I guess the question does arise next is whether there is a need for more stringent regulations,” said Jim Brown, head of the social services agency adoption branch.
