Richard J. Howe, president and chief operating officer of Pennzoil Co., Houston, is taking early retirement to pursue personal interests. Howe will continue to consult with the Houston-based company as an advisory director. Pennzoil said it expects to announce a new president after a board meeting Dec. 9.
