U.S. and Soviet negotiators in Geneva resumed work on a treaty to reduce their nations’ strategic arsenals by half over the next five to seven years and to fix a permanent ceiling for each side of 6,000 nuclear warheads on intercontinental missiles. The two sides met for a working lunch at the Soviet Embassy. A U.S. spokesman described the meeting as “constructive and cordial.” The participants agreed that these talks will continue until President Reagan travels to Moscow to meet with Soviet leader Mikhail S. Gorbachev, probably at the end of May.
