Secretary of State George P. Shultz failed to persuade the Arab League to support his proposal for Mideast peace talks. Clovis Maksoud, spokesman for the 21-nation league, which includes the Palestine Liberation Organization, said Arab representatives disagreed with Shultz on several issues, including the league’s demand for a PLO seat at the negotiating table. But, he added, the Reagan Administration seemed to be more sensitive to the Arab viewpoint. The Washington meeting was part of Shultz’s preparation for his trip to the region beginning Sunday night.
