Workers in Stepanakert, the capital of the disputed region of Nagorno-Karabakh in the Soviet republic of Azerbaijan, continued to stay away from their jobs in protest of the Kremlin’s refusal to link the territory with the nearby Armenian republic. “The town’s industry is at a standstill and the people stay at their homes,” the government newspaper Izvestia reported.
