President Reagan is nominating Pamela Ann Rymer, a federal trial judge in Los Angeles, to succeed Supreme Court Justice Anthony M. Kennedy on the U.S. 9th Circuit Court of Appeals, the White House announced today.

Reagan’s plan to nominate the judge was reported last weekend in the Los Angeles Times.

Rymer, 47, has been a U.S. District Court judge for the Central District of California since 1983. She was director of political research for the Citizens for Goldwater Committee during the 1964 presidential campaign.

A political conservative with strong Republican credentials, Rymer has developed a reputation as a tough federal sentencer. Congressional sources have said there is a serious question whether her nomination will run into possibly fatal delays in Senate confirmation hearings during the 1988 presidential campaign.
