BIA, USC to Participate in Sponsoring Planning Parley

A land planning and development controls conference, sponsored by the Building Industry Assn. of Southern California and the USC law center and property forum, will be held July 15-16 at the Ritz-Carlton hotel in Laguna Niguel.

State Sens. Marian Bergeson (R-Newport Beach) and Leroy Greene (D-Carmichael) will speak on how state planning laws can co-exist with local legislation.

Thomas Nielsen, vice chairman of the Irvine Co., will give a post-election analysis of the Orange County growth initiative, and Barbara Zeidman, director of the Los Angeles city rent stabilization division, will speak on vacancy decontrol and replacement housing requirements.

Alex Kozinski, judge of the 9th District U.S. Court of Appeals, will discuss land use. The state court’s perspective will be covered by a panel consisting of Superior Court Judges Norman Epstein and Miriam Vogel as well as Francine F. Rabinovitz, USC professor of public administration. Charles Ivie, of Gibson, Dunn & Crutcher will be moderator.
