The Senate approved by voice vote a bid by Sen. Jesse Helms (R-N.C.) to stop U.S. radio stations from airing sexually explicit adult broadcasts between midnight and 6 a.m. The amendment to an appropriations bill directs the Federal Communications Commission to begin the process of ending its “safe harbor” policy, which permits adult broadcasts during those hours. The overall legislation will be sent to a conference with the House. Helms, who said he acted in the interests of “defending decent moral values,” said the FCC decision to permit adult broadcasting after midnight violated 1934 laws regulating the airwaves.
