Burmese troops fired on hundreds of looters in three separate incidents, killing 18 people and wounding eight, state-run Rangoon Radio reported. The latest deaths brought to about 370 the total the military regime says have been killed since the military coup of Sept. 18. Other estimates put the total much higher. The ruling party said that more than half of the employees of five government ministries have returned to work from a pro-democracy strike that began Aug. 8. But a Western diplomat said the workers plan only to pick up paychecks and do little work.
