Two teen-agers were arrested and charged with murder in a sniper attack on three Rio Grande white-water rafters that left one man dead, and authorities said the boys apparently opened fire on a whim. Eduardo Pineda Rodriguez, 17, was arrested at his parents’ home east of the village of Redford, Presidio County Sheriff Rick Thompson said in Marfa, Tex. A 16-year-old, whose name was being withheld, was arrested by Chihuahua state judicial police in Ojinaga, Mexico, Thompson said. Authorities were seeking two other suspects. Both teen-agers were charged with murder in the Nov. 19 death of Michael Heffley, 40, of Eastland. Pineda, a Mexican citizen who is a resident alien of the United States, also was charged with assault in the nonfatal shootings of Heffley’s wife, Jamie, and river guide Jim Burr. Thompson said the police received a tip in the case.
