Agriculture ministers representing the 12 nations of the European Community approved a $120-million food aid program for Poland, which has been hard hit by food shortages. The emergency aid, to be sent to Poland this year and next, includes 500,000 tons of wheat for bread, 300,000 tons of feed grains, 10,000 tons of meat, 5,000 tons of olive oil and 20,000 tons of citrus. In addition, 23 countries have been invited to meet Aug. 1 to draft plans for a special program that will encourage economic reforms in Poland and Hungary.
