Nearly 100 Running for Office in 17 Cities : Election: Filing has ended for candidates in the April 10 election. Three cities may cancel the vote because candidates are unopposed.

Nominations for mayoral and City Council seats closed last week in 17 San Gabriel Valley cities with nearly 100 candidates filing to run in the April 10 election.

In Bradbury, the City of Industry and San Marino, candidates filed without opposition, giving those cities the option of canceling scheduled elections.

Virtually assured of new four-year terms are Industry Councilmen John Paul Ferrero, Manuel Garcia and Patrick Perez and San Marino council members Paul Crowley and Suzanne Crowell. Bradbury Councilwoman Beatrice LaPisto-Kirtley was unopposed in District 5, and Thomas Melbourn, a 48-year-old investigator for the district attorney’s office, was the only candidate to file in District 3.

The filing deadline was extended to Tuesday in eight cities under a state law that gives candidates additional time to enter a race when the incumbent chooses not to run.

Incumbents who decided not to run include council members Gary Miller of Diamond Bar, Jeff Marrone of El Monte, Leonard Martyns of Glendora, Christopher Houseman of Monterey Park, Robert Bacon of West Covina, Lisa Fowler and Bruce Crow of Sierra Madre, Maria Tortorelli of San Dimas and Samuel Knowles of South Pasadena.

In Arcadia, Councilman Dennis Lojeski is retiring, but no filing extension was granted because he was ineligible to run again after completing the city’s maximum of two terms.

In addition to the council and mayoral elections, seven cities have scheduled ballot measures for the April 10 election.

In Alhambra, voters will decide whether to repeal an ordinance that bans the sale of Alhambra Community Hospital. In Covina, voters will decide whether to form an assessment district to fund the Fire Department, freeing other revenues for paramedic services, police patrol and street maintenance.

In El Monte, voters will decide whether to replace the mobile home rent review program with a rental assistance program.

The Monterey Park City Council has put a measure on the ballot asking whether limits on development--imposed by Proposition K in 1982, and due to expire in two years--should be extended to the year 2000.

Sierra Madre voters will consider a tax assessment for paramedic services and a proposal to limit council members to two consecutive terms. Those serving two terms would be able to run again after two years out of office.

Glendora voters are scheduled to vote on a property tax levy to buy hillside property for preservation as open space. However, members of the Mayor’s Hillside Conservancy Advisory Committee, which had proposed the measure as one of several revenue-raising alternatives, have asked that the issue be dropped from the ballot.

In a letter to the mayor, the committee said the city should postpone the controversial tax measure indefinitely in order to give high priority to tightening hillside building regulations and establishing a hillside conservancy.

In Baldwin Park, voters will consider whether to stop electing a mayor and instead rotate the office among council members. In a related measure, voters will decide on the length of the mayor’s term if the position remains elective. The choice is between two years or four.
