Bechtel Designing a Soviet Silicon Valley: The Soviet Union is turning to San Francisco-based Bechtel Group to study turning the research community of Troitsk, 20 miles south of Moscow, into a high-technology center. The Soviet government intends to spend $100 million each year to develop a network of such centers, Bechtel said.
