HMO on the Move: Foundation Health Corp. of Sacramento is moving south into Contra Costa and Alameda counties to join forces with other health maintenance organizations, including Bay Pacific Health and Life Guard. That will bring its membership to 700,000. Foundation already has 15,000 members in Contra Costa County. It will try to woo employers with an expanded network of 1,100 East Bay doctors. An industry official says Foundation’s move is a “defensive necessity more than an offensive push,” as it squares off with the largest of the state’s HMOs, Kaiser. Sacramento Business Journal.
