Controversy Over Gates, Bradley
Police Chief Daryl Gates is held accountable for something he condemns--the beating of Rodney King--on the principle that responsibility flows up with authority and comes to rest on the desk of the man in charge (“Gates Put on Leave, Pledges to Appeal Commission Action,” front page, April 5).
By this same principle, is Mayor Tom Bradley, the highest authority in Los Angeles and a former career police officer, responsible for anything? It seems that in the mayor’s office the buck stops someplace else.
