TIJUANA : 3 Men Arrested in Kidnaping of Boy
A 35-year-old man has been arrested in connection with the 1991 kidnaping of a young boy in Tijuana, the FBI announced Wednesday in San Diego.
Seng Kau Lai Phillips was arrested Tuesday in Marietta, Ga., an Atlanta suburb where he had been working as a jewelry store clerk, said William J. Esposito, special agent in charge of the FBI in San Diego.
Phillips was wanted for the Feb. 12, 1991, abduction of an 11-year-old boy in Tijuana, Esposito said. Three kidnapers demanded $30,000 in ransom, which was paid in San Ysidro. The boy, who the FBI declined to identify, was then freed in Tijuana.
Mexican police have arrested two other men in connection with the kidnaping, Esposito said. The FBI did not disclose their names and bureau officials could not be reached Wednesday for comment.
