Barry J. Cutler, 49, is resigning as director of the Federal Trade Commission’s Bureau of Consumer Protection. He will join the San Francisco law firm of McCutchen, Doyle, Brown & Enersen, specializing in antitrust and trade regulation issues. Christian S. White, FTC assistant general counsel, was named acting director of the Consumer Protection Bureau, effective April 30.
