Refinery Venture in Vietnam Proposed: The state-run China Petroleum Corp. and Total of France have proposed a joint venture to build a $1-billion refinery. The project, pending approval by the Vietnamese government, will be the largest foreign investment ever in Vietnam, officials of the two companies said. They said Total and the Taiwanese company want a refinery in southern Vietnam that could produce 130,000 barrels of oil a day.
