R. Kazmer Latven has been appointed vice president of Nichols Institute’s substance abuse testing facility in San Diego. Latven joined San Juan Capistrano-based Nichols in 1991 as general manager, when Nichols acquired the Silicon Valley drug and steroid testing laboratory he co-founded.
