LOS ALAMITOS : City to Form Pool of Service Consultants

City officials are planning to form a pool of consultants that will provide specialized services for the Engineering and Public Services Department.

The consultants will provide design, planning, inspection and engineering services that often are too large, time consuming and complex, said Victor Rollinger, the city engineer and public works director.

Rollinger said the city administers up to $2 million a year in road repairs, traffic signal and storm drain improvements, bridge analysis and other city projects.

“It’s more cost-effective to retain professional consultants on a contractual basis for the larger and more complex projects,” Rollinger told the City Council on Monday.

Rollinger said the city will invite engineering firms to apply as consultants next month and will make the selection in July. Contracts will be signed in August, he said, and the consultants will be called on a “as-needed” basis.

Last year, city officials decided to combine the jobs of city engineer and public works director--after the retirement of Public Works Director Jerry Andersen--to save money.

Rollinger was hired in January to serve as public works director and city engineer, although BSI Consultants of Santa Ana remained the city’s consulting engineer.

The contract with BSI expires April 30 and will not be renewed because the city has its own engineer, officials said.
