CAMARILLO : 45-Day Ban OKd on Adult Businesses
Seeking to prevent a possible influx of adult businesses, the Camarillo City Council has unanimously approved a 45-day moratorium on processing permits for such enterprises.
City Atty. Robert Flandrick said the moratorium will give Camarillo’s legal staff time to update a city ordinance so that it is in compliance with recent federal court decisions dealing with the authority of cities to regulate adult-oriented businesses.
The issue surfaced in Camarillo recently after several individuals asked city staff about zoning regulations for establishing adult bookstores.
Flandrick warned the council that the 45-day moratorium may not provide adequate time to study the complicated issue and said the city may need to extend the ban for as much as a year or more when it expires in July.
The city’s current ordinance permits the news-rack sale of adult-oriented publications and the operation of adult-oriented businesses if they have a valid city-issued conditional-use permit and are located at least 500 feet away from residential zones or businesses that hold alcoholic beverage licenses.
The ordinance also requires that adult business be located 1,000 feet away from any church, school or other previously established adult-oriented business in the city.
