SOUTH-CENTRAL : Landlord Fined $18,184 for Slum Violations
The owner of three South-Central Los Angeles apartment houses was ordered Tuesday to pay more than $18,000 in fines and costs for slum violations.
Frank Holman, 67, was sentenced after pleading no contest to 12 charges of having missing or broken smoke detectors, leaky plumbing and vermin infestation at the 4069-4088 S. Broadway apartments. Holman also was placed on three years probation.
The city attorney’s Slum Housing Task Force investigators also found exposed electrical wiring, cracked plaster walls, missing stair railing and worn flooring at the 12-unit, two-story structures.
In addition to the $18,184 in fines and penalties, Los Angeles Municipal Commissioner Kristi Lousteau ordered Holman, an East Los Angeles resident, to repair the buildings by July 13.
The case against Holman grew out of an inspection done in October and December last year, Deputy City Atty. Michael R. Wilkinson said.
Wilkinson said Holman’s fines and penalties include about $5,000 in investigative costs and $100 in restitution.
