SOUTH-CENTRAL : Landlord Sentenced for Slum Violations

A South-Central Los Angeles landlord has been ordered to pay $18,184 in fines and other costs after pleading no contest to criminal slum violations at three apartment buildings.

Los Angeles Municipal Court Commissioner Kristi Lousteau handed down the sentence after Frank Holman, 67, of East Los Angeles, entered the plea Tuesday to 12 violations of building, safety and health codes at the 12-unit apartment houses at 4069-4083 S. Broadway. By pleading no contest, Holman does not admit wrongdoing, but for sentencing purposes is treated as if he pleaded guilty.

Lousteau also placed Holman on three years’ probation and set a deadline of July 13 to repair the code violations or face possible additional punishment.

During inspections between October and December, investigators found window security bars without quick-release devices, broken and missing smoke detectors, exposed electrical wires and cockroach and rodent infestation.
