Rates Fall on 52-Week T-Bill: Interest rates for Treasury bills fell at auction to their lowest level in more than eight months. The average discount rate was 5.54%, down from 5.90% at the last auction on April 27. It was the lowest rate since 52-week bills averaged 5.38% on Sept. 15. The bills will carry an equivalent coupon interest rate of 5.88% with each $10,000 in face value selling for $9,439.80. Sales totaled $18.26 billion out of bids of $42.54 billion.
