U.S., EU to Launch Free-Trade Study: U.S. Trade Representative Mickey Kantor and EU Trade Commissioner Leon Brittan met and discussed the study on a possible transatlantic free trade area. Kantor said the trade area is just one option under discussion to deepen commercial ties. The Clinton Administration is interested in opening the European market in several areas it sees as not adequately covered by existing agreements. Yet there are several major obstacles to completely freeing trade, most notably agriculture barriers. Brittan said the talks were “unusually cordial, unusually practical and unusually important.” He said the United States and the EU would have an “action plan” by the December summit of President Clinton and European leaders.
