Countywide : Club Plans a Faceoff on Charter

The chairman of the Orange County Charter Commission and an opponent of the charter will face off Thursday at a forum sponsored by the Garden Grove Kiwanis Club.

Bruce Sumner, a retired Superior Court judge and chair of the commission that created the proposed charter, will argue for the charter. Bruce Whitaker, a spokesman for the Committees of Correspondence, will argue against it.

The proposed charter, which is on the March 26 ballot, would place a chief executive officer in charge of the county’s day-to-day operations, establish the Board of Supervisors as a policy-making body and convert several elected county posts--such as the treasurer and auditor--to appointed positions.

The Kiwanis Club has remained neutral on the issue, but club President Larry Wolf said it would like to provide county residents with more information before the vote.

“This is one of the least discussed or advertised items I have ever seen on a ballot,” Wolf said.

The meeting will begin at 8 p.m. at the Garden Grove Community Center, 11300 Stanford Ave.
