WHO PAYS THE BILL?
David Wise’s response to the letter from Pam Johnston (Aug. 25) stopped a little short of mentioning who, in the long run, pays for judgments such as the settlement Janine Brookner received (“She Fought the CIA . . . and Won,” July 21). The U.S. Treasury is not the ultimate payer. The U.S. taxpayer is.
