Top Army Official Warns of War Threat

A top army official said the Communist state is “on the brink of war” and urged the nation to strengthen its defense capability. The official, Kim Yong Chun, accused the United States and South Korea of what he called “war agitation,” saying that “the launching mechanism for a northward invasion is already in place.” North Korea, which is facing severe food shortages, has said that it will respond next week to a proposal for four-way peace talks with the U.S., South Korea and China.
