From Times Staff and Wire Reports

The House committee investigating fund-raising abuses issued a subpoena to the Justice Department demanding a memo that FBI Director Louis J. Freeh wrote urging appointment of an independent prosecutor. Freeh and Atty. Gen. Janet Reno acknowledged earlier that Freeh disagreed with Reno’s decision not to appoint an independent counsel to investigate President Clinton’s fund-raising activities and had outlined his concerns in a memo. But both Reno and Freeh declined to turn over the memo voluntarily to the House Government Reform and Oversight Committee, saying it would compromise their ongoing criminal probe.
