An inquiry into a council member’s campaign-finance disclosures from the 1998 election has been dropped by the state Fair Political Practices Commission because the courts discarded the 1996 law under which it began. Under Proposition 208, office-seekers were allowed to accept no more than $100 per campaign contributor per local race. The law was thrown out last year by a federal judge, whose decision is on appeal. As a result, the commission will not inquire further about two instances in which council member Tracy Wills Worley allegedly violated Proposition 208. Fred Hickman, a Tustin attorney, alleged the violations, which include a $1,000 contribution from Great Western Reclamation and $250 from San Diego Gas & Electric.
