Orange police, firefighters and paramedics staged a dramatization of a serious accident Monday in front of Lutheran High School. As part of the “Every 15 Minutes” program, the enactment on Santiago Boulevard was intended to make teenagers more aware of the carnage involved in drunk-driving crashes. The program is named for the frequency with which such accidents used to happen; now, drunk-driving accidents occur about every half-hour.
