The City Council on Monday unanimously opposed three measures that would restrict the county’s ability to create an airport at the El Toro Marine base.

The measures, crafted by airport opponents, are the proposed Safe and Healthy Communities Initiative; a state Assembly bill that would prohibit county supervisors from issuing revenue bonds--which are paid back by a project’s income--to pay for the project and instead make issuing the bonds subject to voter approval; and another state Assembly bill that would essentially give the city of Irvine, an airport opponent, a seat on El Toro’s Local Reuse Authority. That commission, which will decide El Toro’s fate, now comprises the Board of Supervisors, who have a 3-2 majority in favor of the airport; giving Irvine a seat would create a deadlock.
