Union Bank Names VP of Community Development

* Union Bank of California has named Cesar Trelles vice president of corporate community development in Los Angeles.

* CB Richard Ellis, a Los Angeles-based real estate services firm, has promoted retail sales professional Richard Rizika to senior vice president. Independent commercial real estate services firm Newmark & Cos. has appointed Steven Kolsky as principal in the brokerage’s new Los Angeles office. Kolsky is a former executive at Long Beach-based NAI Matlow-Kennedy Commercial.

* Former Idealab executive Jeremy Eskenazi has joined Riviera Advisors, a Long Beach-based talent management consultancy. He will be managing principal.

* Steve Epstein has been promoted to vice president of provider services at SCAN, a Long Beach-based seniors health care benefits provider.

* Lynx Photonic Networks, a Woodland Hills-based developer of patented planar waveguide photonic switches, has named Jeff Schoenwald chief physicist for its U.S. operations. The former Rockwell Science Center research scientist and engineer is a fiber optics specialist.

* Ingrid Iannotti Reyes has been promoted to vice president and media director of Anita Santiago Advertising, a Santa Monica Spanish-language ad agency.
