* Re “City’s Payroll Is Unusual for its Top-Dollar Salaries,” Jan. 5: I agree that L.A. has to pay decent salaries to attract talented individuals to the city’s top posts. If these administrators fail to perform, the mayor has the power to fire them. If the Howard Jarvis Taxpayers Assn. wants to save the taxpayers money, it should push for the elimination of the Civil Service system, which protects mediocre city employees, breeds apathy and stifles creativity. Get rid of the bad ones and give the good ones better compensation.

I salute Mayor Riordan for having the courage to pay what it takes to attract top talent to help run the city. I operate my business that way too. If you think brilliant people are expensive, try hiring incompetent people.
