The U.N. charged former Indonesian armed forces chief Gen. Wiranto, six other military officers and a civilian official with crimes against humanity over violence surrounding East Timor’s 1999 vote for independence.

Indonesia and East Timor have no extradition treaty, and Indonesia has ignored previous indictments.
