Sex Offender Registers, Says He’s a Transient

David Claud Phillips, the convicted child molester forced from two Riverside residences last week after neighborhood protests, has registered in San Bernardino, where he says he is living as a transient.
Riverside and San Bernardino police officials confirmed the move this week. Phillips is deemed a high-risk offender, who was one of four registered in Riverside.
