Democrats’ spending rule: no earmarks

Democrats tidying up unfinished spending bills that were dumped on them by departing GOP leaders in Congress will start by removing billions of dollars in lawmakers’ pet projects next month, the incoming chairmen of the House and Senate appropriations committees said.
“There will be no congressional earmarks,” Rep. David R. Obey and Sen. Robert C. Byrd said in announcing their plans, which were endorsed by incoming Speaker Nancy Pelosi and soon-to-be Senate Majority Leader Harry Reid.
