Court limits computer spying

Government surveillance of personal computers would violate the individual right to privacy, Germany’s Federal Constitutional Court found.
But the ruling, which directly addressed a state law that had widely permitted authorities to monitor suspects’ computer use, also set out rules for a federal law, saying authorities could spy on suspects’ computers using virus software in exceptional cases, with the approval of a judge.
