Prosecutors contend Wisconsin Gov. Scott Walker, his campaign organization and two Walker allies were involved in a “criminal scheme” to circumvent the state’s campaign finance and contribution laws during the 2011 and 2012 Senate and gubernatorial recall elections.

After Walker became governor, Milwaukee County Dist. Atty. John Chisholm opened an investigation targeting “illegal campaign coordination between Friends of Scott Walker, a campaign committee, and certain interest groups,” according to documents released Thursday.

Chisholm pushed Wisconsin Atty. Gen. J.B. Van Hollen to launch an investigation in 2013, but the attorney general refused, citing conflicts of interest.

Circuit Court Judge Frank H. Easterbrook denied a motion seeking to block the release of the documents Thursday morning, according to a report in the Wisconsin State Journal.
