State Regulators Urge Fine for PG&E; Unit

PG&E; Corp.’s Pacific Gas & Electric unit should be fined $10 million for failing to prevent blackouts caused by fires at a San Francisco substation, state regulatory staff recommended.

PG&E; is being investigated by the California Public Utilities Commission after a 2003 fire at its Mission substation knocked out power for 100,000 customers, with some not regaining service for more than a day. A fire at the same substation caused power failures in 1996.

“There is no basis for the penalty suggested,” a spokesman for the utility said.
