"Toy Story That Time Forgot" (ABC, Tuesday). The hardy franchise, a year shy of its 20th anniversary, is fielding its second holiday-themed special, and the characters are so familiar by now that the Brigadoon frequency of their reappearance seems no more than a week's vacation.
