Brea : Carbon Canyon Group Offers Development Plan

A group of Carbon Canyon residents who are concerned that developers may build too many homes in their area has proposed a plan that would reduce the number of houses under consideration by half.

Residents from the Olinda Village area and the Hollydale Mobile Home Estates asked City Council members this week to allow a total of 2,038 units in the 1,800-acre area that now has fewer than 300 homes, Brea Development Services Director William Kelly said.

A plan approved by the city’s Planning Commission by a 3-2 vote on May 28 calls for a maximum of 4,371 homes.

The residents echoed the two dissenting Planning Commission members in citing traffic congestion, infrastructure problems and geographic limitations, Kelly said.

Council members directed their staff to come up with a third plan in addition to the one recommended by the Planning Commission and the one proposed by the residents. The council members expect to review the issue at their July 16 meeting.

Also up for further discussion at the next council meeting is the city’s proposed smoking ordinance. Council members gave initial approval Tuesday to an ordinance that would regulate smoking in public places, including some restaurants, but not the private workplace, Assistant City Manager Denise Ovrom said.
