Downey : Clerk-Treasurer Job Filled

Downey has hired a replacement for longtime City Clerk-Treasurer Robert L. Shand, who retired in November.

Jenny Young, 45, of South El Monte took over the post last week. Most recently an officer in a small investment firm, Young was city clerk-treasurer of Whittier from 1977 to 1981, said Jeff Allred, Downey personnel director. She worked for the City of Rosemead from 1965 to 1977, serving as city clerk and secretary to the city manager.

Young, who does not hold a college degree, became a certified municipal clerk in 1979. She was hired for the $37,956-a-year post from a field of 75 applicants, Allred said.

Shand retired Nov. 3, but filled in as interim city clerk. Shand worked for Downey since 1964 as a purchasing agent and finance director before becoming city clerk in January 1972.
