Baker’s Financial Report Discloses $1.59 Million in Earnings for 1986

White House Chief of Staff Howard H. Baker Jr. earned more than $1.2 million in attorney fees and profits from a law partnership last year and an additional $393,611 as a consultant and board director for major American companies, according to his financial disclosure statement made public Tuesday.

In the statement, Baker listed $121,500 in income from making speeches, with payments averaging about $14,000 per appearance. The former Senate Republican leader also received $41,216 in federal retirement benefits.

Frank C. Carlucci, President Reagan’s national security adviser, received a salary of $427,653 as chairman and chief executive officer of Sears World Trade Inc., and was paid an additional $525,853 in a termination settlement when he quit to go to work at the White House last Jan. 2, his financial disclosure statement said.

Baker and Carlucci took over top White House jobs in a staff shake-up after the early disclosures of the Iran- contra affair.

A. B. Culvahouse, Baker’s law partner who joined the White House as Reagan’s legal counsel, earned $260,791 as an attorney last year in the Washington office of Vinson & Elkins, his statement showed.
