Downey : City Sued on Redevelopment

Los Angeles County has sued the City of Downey seeking to invalidate two redevelopment zones approved in July. The county filed two suits in Superior Court against the city Sept. 18. One seeks to void Downey’s Woodruff Industrial Project, a 118-acre industrial redevelopment district. The other asks the court to invalidate a 305-acre addition to Downey’s redevelopment district along Firestone Boulevard--the city’s commercial heart.

The county and its Flood Control District, which also is a plaintiff, contend all or parts of the areas are not blighted, a condition that is required by state law before a redevelopment zone can be created.

The lawsuits also contend that the county and Flood Control District will lose money if the districts remain in effect, resulting in a cutback of county services.

Although Jim Cutts, Downey’s director of community development, said he had no comment on the lawsuits, he said the two sides will meet Friday to continue negotiations on how to share tax revenue from the two districts.
