Local News in Brief : Two Judges Promoted

Two Los Angeles Superior Court judges were elevated to the 2nd District Court of Appeal Monday by Gov. George Deukmejian.

Presiding Judge Jack Goertzen, 56, of Studio City will replace Justice Robert Kingsley, who retired. Goertzen, once a deputy attorney general, was made a municipal judge in 1968 and a Superior Court judge in 1970.

Joyce Luther Kennard, 46, of Sherman Oaks will replace James H. Hastings, who retired. A native of what was then the Dutch West Indies, Kennard, who spent World War II as an infant with her mother in an internment camp, came to the United States when she was 20. She also worked in the attorney general’s office and for the 2nd District Court of Appeal before appointment to the Municipal Court in 1986 and Superior Court in 1987.

Both judges have undergraduate and law degrees from USC.

Salary for the appellate judgeships is $97,003 a year.
